He has previously spent 20 years in a US prison for drug racketeering, is currently in French prison on charges of money laundering, and will now go back to Panama under accusations of embezzlement, corruption and murder.

It's reported the director general lost part of his finger in the blast but the wound was not life threatening.

Nobody has claimed responsibility, but it could be linked to another bomb sent by anarchists, which was intercepted in Germany on its way to a Deutche Bank executive on Wednesday.
