It is of serious concern to the authorities in the run-up to parliamentary elections on December 4.

This is what's in the news for Tuesday, November 29. The Wall Street Journal reports some European nations, struggling to find buyers for their bonds, are pressuring their own banks to fill the gap by acting as lenders of last resort, and in certain cases pushing the amount of risky European debt on those institutions' books even higher. The Wall Street Journal also reports Facebook is moving closer to an IPO, targeting an April to June 2012 time frame. The company is exploring raising $10B in its IPO in a deal that might assign Facebook a $100B valuation. Reuters reports Fitch Ratings gave the U.S. until 2013 to come up with a "credible plan" to tackle its growing budget deficit or risk a downgrade of the country's AAA rating. Bloomberg reports computer memory makers are losing big as consumers choose Apple's (NASDAQ:AAPL) iPad that uses about 75% fewer of the chips than a typical laptop.

The Wall Street Journal says Facebook is hoping to raise 10 billion dollars (7.5 billion euros). Tiffany (NYSE:TIF) reported fiscal third quarter earnings this morning, posting an EPS of $0.70 up from the consensus estimate of $0.61 per share. Revenue came in at $821.8 million, higher than the $804 million analysts anticipated. Fourth quarter guidance of $1.48-$1.58 missed consensus estimates of $1.63.

Michael J. Kowalski, chairman and chief executive officer, said, "Increased sales in all regions contributed to the continuation of strong worldwide sales growth in the third quarter. We were also pleased to achieve an improved operating margin by leveraging the sales growth against fixed costs."

Tiffany & Co (NYSE:TIF) has potential upside of 12.4% based on a current price of $73.62 and an average consensus analyst price target of $82.76.
