Breivik, who has admitted carrying out attacks in Oslo and on Utoeya island, is said to have developed paranoid schizophrenia over a long period of time.

Prosecutors added that the psychiatric evaluation may mean that he will not be sent to prison.

Breivik was described as living in a "delusional universe," governing his thoughts and acts.

At least three people were shot dead during an attack on one polling station.

And the main challenger to President Joseph Kabila had to change his voting venue after being blocked by the police.
