Foreign Minister Sergei Lavrov claims the opposition is being discouraged from negotiating with President Bashar al-Assad and his government.
"At the moment, the Arab League is calling for an end to violence and the beginning of dialogue. But there have been calls from the West and other countries in the region advising the opposition not to enter into dialogue with President Bashar al-Assad's regime," Lavrov said.
