The Leveson investigation was ordered after revelations that a private detective working for the News of the World tabloid newspaper hacked the phone of 13-year-old Milly Dowler while she was still missing.
Milly's mother, Sally Dowler, described the moment she got through to her daughter's previously full voicemail.
