This particular scammer has been reported to the Met Police in London as he was using a London postal address and English phone number

If you were a resident of Britain scam letter should be forwarded to the National Fraud Authority | Home Office

If you have a similar body in France your letters purporting to have come from a John Padian (not his real name should be given to that body. Interpol cannot intervene directly and in the first instance the scam should be presented to your local police who know the official way to pass it onto Interpol as the the scammer is of Nigerian origin - Links to international law enforcement web sites, listed by country

With regard to make predictions on stock markets I a not aware of any but you could use

Try and see if it really does predict and if so it might be a useful tool for investment
