Russia - opposition says Putin has no legitimacy / Россия - Оппозиция говорит, Путин не имеет легитимности

http://www.euronews.net/ Russian opposition leaders said on Monday that allegations of fraud have undermined Putin's legitimacy.

Chess champion-turned-activist Garry Kasparov said that many Russians would not accept Putin as "a legitimate president".

"He's badly wounded, maybe even deadly wounded as a political leader and I have no doubt that he will not survive the next six years," he said.

A one-time Putin ally also turned on the election victor.

Mikhail Kasyanov served as prime minister during the former KGB man's first tenure as president.

As leader of the People's Democratic Union, he is calling on his old boss to announce early elections and make real democratic reforms.

"We understand what the constitution is about," Kasyanov said, referring to the limit on serving two successive terms in the Kremlin.

But are the cases that bring these criminals to justice effective? And are they really objective? Your questions today to Serge Brammertz, Prosecutor at the International Criminal Tribunal for the Former Yugoslavia who joins us from The Hague."

'Mr Brammertz, hello, thank you for joining us. So you are ready to respond to questions from viewers of euronews?"

Serge Brammertz: "Hello"

Alex Taylor: "First question on I-talk to Serge Brammertz."

"Hello, my name is Miriam. I'm from Belgium. Do you have the legal right to judge all criminals throughout the world? Who has the power to ask you to intervene?"

Serge Brammertz: "Yes the Tribunal for the Former Yugoslavia has jurisdiction limited to the territories of the countries of the former Yugoslavia. The Tribunal was established in 1993 by the Security Council to prosecute and try those responsible for crimes of genocide, war crimes and crimes against humanity committed in the territories of the former Yugoslavia."

Alex Taylor: "Who can ask you to intervene an individual, a State?"

Serge Brammertz: "No, actually, as this court is an offshoot of the Security Council, theoretically, there is an obligation for all UN member countries to cooperate with our Tribunal, but at the point of referral. It is the prosecutors office which opens the investigation and who decides which files go before the judges and which ones are transferred to national courts."

Alex Taylor: "Ok, the second question from Brussels to The Hague."

"Hello Mr. Brammertz. My name is Florence, I am Belgian and I live in Brussels. My question for you is this: Is the tribunal really independent since it is partly funded by NATO how do you prevent it from coming under pressure from NATO?


Alex Taylor: "Are you focusing too much on the interests of the West, there has been criticism in the past."

Serge Brammertz: "Well, it is certainly not correct to say that we are funded by NATO. We are a creation of the Security Council, so it's the UN budget that funds the Tribunal, a budget which is discussed and decided every two years. Can it be objective in its work? Certainly.You know, we have lawyers, judges, investigators, analysts from 65 countries and all or mostly all come from the courts and national authorities and they are professionals who work independently and impartially."

Alex Taylor: "Who do you nominate for example?"

Serge Brammertz: "The attorney is appointed by the Security Council on the proposal of UN Secretary-General."

Alex Taylor: "Ok a third question for Serge Brammertz at the Hague."

"Hello, my name is Laurie and I am French. I want to know if the Tribunal could judge the U.S.military for crimes they have committed in Afghanistan,in Iraq, or widen your brief to include for instance, President Bush who decided to invade countries without the backing of strong evidence?"

Alex Taylor: "It's question not unlike the first two."

Serge Brammertz: "Yes, as I said at the beginning, in fact, the Tribunal for the Former Yugoslavia has a very limited jurisdiction, namely in relation to crimes committed on the territories of the countries of the former Yugoslavia. In The Hague there is also the International Criminal Court, a permanent court that obviously has a much broader jurisdiction and is responsible for crimes committed in the territories of countries that have ratified the Rome Statute that created the International Criminal Court, or which are responsible for the records that were transferred, referred by the Security Council to this international court. That has been the case notably for Sudan and Libya."

Alex Taylor: "Another question now. Do you believe that Croatia has done enough in solving crimes committed to Serbian People?"

Serge Brammertz:"Well, I would say generally that it is very important that in the coming years, both in Croatia but also in Serbia and Bosnia, more investigations are conducted at national level. I'd say it's the challenge for the coming years. There are hundreds or thousands of files waiting to be investigated and prosecuted and it will be the biggest challenge and this applies particularly to crimes committed in Croatia and of course also includes crimes committed against Serbs, whether in Croatia or in other countries."

Alex Taylor: "But the Serbs clearly feel that these trials are always against them."

Se activa automáticamente cuando el teléfono detecta un desplazamiento a una velocidad superior a 25 kilómetros por hora. Entonces bloquea las funciones del móvil de respuesta a llamadas y de escritura de mensajes o correos electrónicos.

Así se espera que los conductores estén más seguros en el coche, e incluso sus padres. También incluye una opción para que los progenitores controlen a qué velocidad llevan sus hijos el coche. Si excede cierto límite marcado por ellos, reciben un mensaje de texto en sus teléfonos.

Russia - Putin wins Presidential third term hands-down / Россия - Путин выигрывает третий срок президента руки вниз

http://www.euronews.net/ After stepping down for 4 years to get round the Russian constitution, Vladimir Putin has once again been elected President of Russia.

With almost all the votes counted, the 60-year-old has secured the top job with nearly 64 percent of the vote.

The road back to the presidency involved becoming Prime Minister and allowing Dmitry Medvedev to take over. But with that legal hurdle and elections over, Putin is set to serve a six year term and probably a further six after that, say analysts.

"We have shown that our people can tell the difference between a desire for renewal and political provocation that only aims to split our country and to usurp its power," said Putin, at a victory event in Moscow late on Sunday night.

Russia's electoral commission showed that Putin's nearest rival, Communist party leader Gennady Zyuganov, managed just 17 percent of the vote.

Opponents in the presidential race have complained of widespread fraud and are planning protests today in Moscow.

China - increases law and order spending with a nearly 12 percent increase

http://www.euronews.net/ In a sign it's preparing to clamp down hard on any possible unrest, China announced a nearly 12 percent increase in spending on domestic security on Monday.

At the opening of the National Congress in Beijing, funding for the police, armed militias and other law and order agencies was increased to 111 billion US dollars for 2012.

The focus on stability was acknowledged by Premier Wen Jiabao after a 10-fold increase in the number of "mass incidents" of unrest during China's rapid economic progress over the last 20 years, according to government statistics.

"The industrial transformation and upgrading of the major cities of the east has sped up. The rate of urbanisation has exceeded 50 percent. This is a historical change to China's social structure," acknowledged Wen in a speech to Congress.

The rise in the domestic security budget comes after China announced it would increase military spending by 11 percent.

Leaders fear that in a year of leadership succession and a slowdown in the Chinese economy, continued anger about corruption and huge income inequalities could lead to uprisings similar to those seen in the Arab world.

The National Congress is an annual 9-day session by China's top parliamentary body.

Syria - Heavy fighting broke out late Sunday night between President Bashar al-Assad´s forces and rebels

http://www.euronews.net/ Heavy fighting broke out late Sunday night between forces loyal to Syria's President Bashar al-Assad and rebels. According to activists, they launched small attacks on the military in the north, south and east of the country to relieve pressure in the city of Homs.

In Idlib, Free Syria Army fighters were said to be on alert after a warning that tanks and heavy artillery were being moved into position around the city.

Across the country, unconfirmed reports said 19 people died yesterday, 18 of them civilians.

In neighbouring Lebanon, hundreds staged a protest calling for Syria's president to be tried as a 'war criminal'. Syrian civilians have been streaming across the border to find safety from the fighting.

Meanwhile the Red Cross will renew attempts today to negotiate entry into besieged Homs after being blocked from doing so for the past three days.

Italy - Victims anger at Concordia cruise compensation

Syria - refugees flee to Lebanon

http://www.euronews.net/ The fighting continues in Homs as up to 2,000 refugees, desperate to flee the violence, cross the Syrian border into northern Lebanon.

The border town of Qusair, south of Homs, has come under shelling by government troops, leaving many residents forced to make their getaway by foot.

While the Red Cross still tries to get supplies to the city, many other parts of the country have come under attack. These include Hama, Rastan and Jebel al Zawiya where raids have been reported.

In the northern city of Aleppo, activists claimed government forces used tear gas to disperse a protest against President Assad.

Congo - 150 feared dead in arms depot blasts in the capital Brazzaville

http://www.euronews.net/ At least 150 people are feared killed and some 1,500 others injured after a series of explosions in an arms depot in Congo's capital Brazzaville.

The figures from a European diplomatic source have not been officially confirmed.

The blasts, reportedly caused by a fire, happened near a heavily-populated neighbourhood. Panic spread to Kinshasa in the neighbouring Democratic Republic of Congo, where windows were shattered.

Both governments urged calm and there was no immediate suspicion of anything but an accident.

In Brazzaville, reports said houses were flattened and the Russian embassy damaged.

Speaking at a polling station in Moscow, one of 96,000 nationwide, he said it was registering votes for local elections as well as the presidential ballot.

While everything there looked to be above board, opposition parties and an independent watchdog are already denouncing widespread irregularities.

Among the claims, some say groups of voters are being taken to one polling station after another to vote several times for Vladimir Putin.

But Takhir Nurmiev of the local Electoral Commission said: "These elections are different from others because we have installed video cameras that are live on line.

"Everyone can look at how the vote is unfolding and we have also got transparent ballot boxes to avoid fraud."

In an attempt to allay fears of vote rigging, Putin ordered the installation of 182,000 web cameras to stream footage of voting onto a website. International observers and opposition activists are also monitoring the polls.

"There have not been any serious irregularities in this polling station," said observer Sviatoslav Pavlov. However, he added that, despite promises made, the web cam images are not accessible in people's homes.

Critics claim the cameras were never going to prevent fraud with the counting process a serious concern when it comes to rigging an election.

Poland - Head on train-crash kills 15 on the Warsaw-Krakow mainline

The question is being asked in Poland after a head-on collision at high speed left at least 15 people dead and dozens injured.

Prime Minister Donald Tusk visited the crash site in a rural area in the south of the country. He described the accident on the Warsaw-Krakow mainline as the most tragic train catastrophe in Poland's history in many, many years. The premier said it was too early to speculate about what caused it but that human error could not be excluded.

The crash happened near the southern town of Szczechociny at around 9 o'clock local time on Saturday night.

Some 350 passengers were on the trains, including French, Spanish and Ukrainian nationals. More than 50 people were hurt in the crash. Many are said to be in a serious condition.

http://www.euronews.net/ Republican presidential hopeful Mitt Romney claimed an easy victory in Washington state on Saturday - his fourth win in a week.

He took 36 percent of the vote in the poll taking him one step closer to winning the nomination.

Second place was more closely contested. US Senator Rick Santorum, seen by some as Romney's main rival, took 24.4 percent of the vote but that only earned him third place.

Edging into second with 25 percent was the US Representative from Texas, Ron Paul, while former House Speaker Newt Gingrich could only muster 11 per cent to slip into fourth place.

A clearer picture could emerge this coming 'Super Tuesday' when 10 states will declare their votes.
