Russia - pre-election day of silence / России - предвыборный день тишины

http://www.euronews.net/ As polling booths in Russia are being prepared for Sunday's presidential election, the rest of the country is silent.

There is no campaigning and no talk of the ballot according to the strict law which prohibits any political advertising.

Polling stations have been 'swept clean' amid tightened security, while all 91,000 or so have been equipped with web cameras and transparent ballot boxes in a bid to make the elections free and fair. The move follows demonstrations and allegations of supporters fixing December's parliamentary election in favour of Prime Minister Vladimir Putin's party.

In Moscow, international observers were given a final briefing 24 hours before the ballot got underway. Putin is expected to win comfortably.

Some 600 foreign observers will be watching the day unfold with early estimates of the result expected at around 18:00 hours Central European Time on Sunday.

One coffee shop has been staging its own popularity poll with an outline chocolate portrait of each customer's favourite candidate sprinkled onto the cappuccino on demand. With no age limit on who could take part, the owners reckon over 20,000 cups were drunk although it is not clear whose picture topped the coffee poll.

As the people of Wukan in southern China voted for their local representatives, an observer from the US government was on hand!

The open ballot was a key prize won by residents of the fishing community, on the Guangdong coast, after they took a stand against corruption.

Protest leaders were arrested amid last year's popular uprising but against all odds, Wukan ultimately won concessions from the authorities.

They came too late for the father of one man who died in custody in suspicious circumstances.
However a key figure in the revolt has now won a landslide in this vote to become village chief.

Wukan rebelled amid claims that local officials had stolen and illegally sold farmland. Its new administrative authority is being hailed by many as a model for greater grassroots democracy in China.

But a spokesman for the organisation in Damascus says authorities have not authorised the distribution of any aid in the district.

UN chief Ban Ki-moon fears government forces are executing, imprisoning and torturing people in Homs. With the UN receiving what it calls "grisly reports", its Secretary-General addressed the 193-nation General Assembly.

"It is totally unacceptable, intolerable," Ban said. "How, as a human being, can you bear with this situation? That really troubles me. I'm deeply sad seeing what's happening. The Syrian authorities must open without any preconditions to humanitarian communities".

The International Committee of the Red Cross was allowed into Homs on Friday. Hours earlier, rebels withdrew from heavily-bombarded Baba Amro after a siege aimed at crushing a symbol of the revolt against President Assad.

USA - BP reaches $7.8 billion deal over Gulf of Mexico oil spill

http://www.euronews.net/ BP says it has reached a $7.8 billion out of court settlement with some of those taking legal action over the worst offshore oil spill in US history.

Eleven people were killed in the explosion of the Deepwater Horizon drilling rig two years ago. Some 4.9 million barrels of oil spewed into the Gulf of Mexico.

The consequences were devastating for the environment, local wildlife and for many of those living and working in the region.

The deal, worth around 6 billion euros, will benefit thousands of fishermen whose livelihoods suffered and others who say they were harmed. Some locals say residue can still be seen.

"When you walk in the marshes and you pull your boot up, you just see it running off. It is definitely still there," said hunter Anthony James from Walker, Louisiana.

BP insists the deal is not an admission of liability.

It further delays the first phase of the trial over the spill which was due to start on Monday.

The firm still faces separate claims by the US government, Gulf states and drilling partners.

Syria - French journalists evacuated from city of Homs to Lebanon

Taken to hospital in Beirut, photographer William Daniels and freelance reporter Edith Bouvier are set to be repatriated to France if doctors agree.

Bouvier suffered a serious leg injury during government forces' bombardment of Homs last month. French President Nicolas Sarkozy had already announced her escape from Syria once, only to discover the reports were false. This time there was no mistake.

"Having spoken to Edith Bouvier and knowing precisely where she is, I can confirm that it is official," Sarkozy told reporters in Brussels, where he was attending a European summit. He added that she and Daniels were safe.

Video footage on the Internet appeared to show the burial of US journalist Marie Colvin and French photojournalist Remi Ochlik in Homs, where they were killed in shelling.

But Syrian authorities, whose assault has pushed rebels out of their positions in the city, say they have found the two reporters' remains. These would be DNA tested, state media said, and handed over to foreign embassies in Damascus.

http://www.euronews.net/ Martin from Brussels put this question to Marc Touati, economist and author of the book, "When the eurozone will explode": "Are austerity policies a real necessity, do they have a real use in the EU since they seem to contradict the liberal principles of growth and consumption. Are they really useful at this time?"

Marc Touati: "You're absolutely right. Austerity does not make economic sense. Besides the problem is that we often confuse austerity and fiscal consolidation. What we need today, whether in France or in most European countries, is to actually lower public expenditure that does not create growth, such as operating expenditures which in France have been rising by 10 billion euros a year for the last 10 years.

'But if on the other hand, if we raise taxes, well you're right, this tax increase will break what growth we have left. And if there is no growth, there is more unemployment, more deficits and therefore the debt will last longer. So the austerity will break not only growth, but in addition, it will aggravate the public debt crisis. Therefore, it is obviously not the right solution.

'What to do today is obviously to lower some public spending, but at the same time, we must add let's say "jam" to take the pill, that is to say restore stronger growth and how can we do this? Here are some ways.

'First, have interest rates even lower, particularly at the European Central Bank, then have a weaker euro, and finally, generate a recovery policy across the euro area funded by the so-called Euro-bonds, that means European bonds in the euro area and not only country by country."

'As long as we don't do that, unfortunately it's very sad to say, but the crisis will continue and obviously the austerity policy will be counterproductive. To put it simply, it is useless to die cured and that's what we are trying to impose on Greece today, but tomorrow in Portugal or Spain or Italy or even France.

'So obviously, it is essential to get out of this first dogmatism - the austerity policy - and restore growth, which is the only way to overcome the crisis of public debt."

Europe - Leaders sign EU fiscal treaty

Driven by France and Germany, it was approved in January by 25 of the EU's 27 members. Britain and the Czech Republic have opted not to join the deal.

Representatives of the other states put pen to paper on the so-called Fiscal Compact at an EU summit in Brussels.

It calls on signatories to introduce a balanced budget rule into national legislation to avoid a re-run of the eurozone's debt crisis. Countries breaching deficit limits face semi-automatic sanctions.

Ireland is to hold a referendum on the treaty.

Europe - EU leaders seek austerity growth balance

Despite more grim news on the job front - with unemployment reaching a record high in the eurozone - Germany's Chancellor insisted things were back on track, ahead of a new fiscal treaty.

"This is an important step. We have shown here that we are able to stabilise the European Union. We have made a major breakthrough, which provides the chance for more political union," Germany's Angela Merkel said.

With the exception of the Czech Republic and the UK, which both refused to take part in the German driven fiscal pact, 25 other EU countries will sign.

Its aim, to get a tighter control of the bloc's debts.

Unlike previous summits leaders were keen to stress this was not a crisis meeting with provisional approval of Greece's latest rescue and a flood of cheap ECB money offering some respite.

Nonetheless, the latest job data remains a deep source of concern, particularly for Spain. Behind closed doors the country's new leaders are reported to be pleading for more realistic budget targets.

Prime Minister Mariano Rajoy is lobbying Brussels, trying to get more lenient deficit targets from the European Commission.

Madrid argues that with the economy slipping into recession it cannot cut spending by more than 40 billion euros this year to reach a deficit target of 4.4 percent of gross domestic product.

A government source told reporters late on Wednesday that Spain would still be in compliance with European Union agreements on fiscal stability even if it did not hit a tough target of cutting the deficit.

Syria - rebels withdraw from Homs stronghold

http://www.euronews.net/ Most Syrian rebels fighting government forces pulled out of the Baba Amro district of Homs on Thursday, said activists, as snow blanketed the besieged city.

A few fighters stayed behind to cover what supporters say is a tactical withdrawal by their comrades.

Syrian state TV showed images of the destruction caused by the 26-day siege. Many of those residents interviewed blamed rebels for leaving their neighbourhood in near ruin.

Government forces have been bombarding Baba Amro, a symbol of the 11-month revolt against President Bashar al Assad, since February 4th.

Observers say the snow is just adding to residents' misery. There is a shortage of food, fuel, power, water and telephone links.

"This bakery is the only one making bread," said one local resident of Homs' Qusair district.

"If I come and say I want 10 pieces of bread, they will just give me five. Why? Their supplies of flour are running short."

Fuel prices have also soared eight fold.
