The explosion happened near at a bus stop in Jamrud, a market town close to the border with Afghanistan.
Most of the victims were bus passengers.
Jamrud lies inside Pakistan's Khyber tribal region.
No-one has as yet admitted to carrying out the attack, but the area is a stronghold of anti-government Islamist militants who have carried out similar bombings there in the past.
