Ten died in a bomb blast in the town of Khalis, according to medical sources. And gunmen raided three homes in the village of Jil al-Said, shooting eight people dead.
It is unknown who carried out the attacks.
The killings come during a visit to Iraq by US Vice President Joe Biden.
