The former prime minister told MPs the publisher had been part of a "criminal-media nexus" and many innocent people had suffered from stories written by its newspapers.

He was speaking after parent firm News Corporation dropped its bid for BSkyB.

News International has denied stories about Mr Brown were sourced illegally.
The former prime minister mounted the fierce attack in a debate in Parliament - the first major one he has spoken in since he left power last year.

He defended his government's relationship with News International, saying he had "stood up for the public interest" in his dealings with the Murdoch-owned press and not struck any private deals.

Mr Brown, who was prime minister when the Murdoch press transferred its allegiance from Labour to the Conservatives, said his relationship with the publisher was never "cosy nor comfortable".

Mr Brown said he was shocked by what he learnt about the conduct of titles owned by the newspaper firm when he became prime minister in 2007.

He claimed the firm - whose recently closed paper the News of the World is at the centre of a police inquiry into phone hacking - had "descended from the gutter to the sewers".

"Those at News International who took the freedom of the press as a licence for abuse, who then cynically manipulated our support of that vital freedom as their justification and then callously used the defence of the free press as the banner under which they marched in step, I say, with members of the criminal underworld," he said.

"And it was this nexus, this criminal media nexus, claiming to be on the side of the law-abiding citizen, but in fact standing side by side with criminals against our citizens."

Police are investigating claims that the murdered school girl Milly Dowler, the families of those killed in the 7/7 London bombings and bereaved relatives of service personnel killed in Iraq and Afghanistan are among those whose phones were hacked into.

Mr Brown said the "private lives, private losses and private sorrows" of many "wholly innocent" men, women and children had been "treated as public property" by News International, adding that he knew of more victims of hacking.

"Their private and inner most feelings and their private tears bought and sold by News International for commercial gain," he said.

The former prime minister also claimed he was stopped from launching an inquiry into alleged phone hacking by the Cabinet Secretary Sir Gus O'Donnell, reading out the advice he was given to MPs.

He concluded by calling for a rethink of media ownership rules to secure a "fairer distribution of media power in this country" and a robust public inquiry to ensure what he claimed was the "illegality, collusion and cover-up" of recent years could not be repeated.

Labour MPs applauded Mr Brown after he completed his speech - the first major parliamentary intervention since leaving power.

However, some Tory MPs jeered and several intervened during his speech to question why he had not done more to combat press power during his time in office.

For the government, Deputy Commons leader David Heath said Mr Brown had provided "serious evidence" and he hoped it would be considered by the public inquiry.

The Commons proceeded with a debate about News Corporation's bid for broadcaster BSkyB despite its decision earlier on Wednesday to withdraw it, citing the current "climate".

MPs from all parties backed a Labour motion calling for the bid to be withdrawn in "the public interest" without the need for a vote.

Both the Sun and the Sunday Times have refuted specific allegations made by Mr Brown about the methods they used to obtain stories about him and his family.

The Sunday Times has rejected claims it used criminals to get access to his personal details. The Sun said a story it ran about Mr Brown's baby son having cystic fibrosis had been sourced legitimately.

Plot

Kabir (Abhay Deol) has just met Natasha (Kalki Koechlin). Six months later they are engaged. He wants to go on an extended bachelor party to Spain. Plot

Recent developments
In electronic broking total average daily volumes for the quarter to the end of June on the EBS and BrokerTec platforms reached US$878 billion, an increase of 10% year on year. In fixed income products total average daily volumes on the BrokerTec platform were $712 billion, an increase of 14% on the previous year. European repo volumes reached $308 billion, up 15% year on year. US Treasury electronic broking volumes decreased 1% year on year to $144 billion, and US repo volumes were up 23% year on year to $259 billion. For the quarter ended 30 June 2010, average daily volumes on EBS decreased 3% year on year to $166 billion.

Since the launch of our electronic platform for trading euro IRS with market maker support we have transacted over €510 billion in volume involving more than 6,800 trades representing over 23% of our Euro IRS activity by volume. In both May and June over 30% of our euro IRS activity was transacted on the platform.

The core voice broking business was driven by positive results in many of our widely diversified markets, although there were lower activity levels in credit. Traiana's Harmony network is now processing on average over $800 billion of foreign exchange transactions daily compared to $475 billion in June 2010. Traiana announced in June that it has partnered with leading foreign exchange prime brokers and leading FX platforms to launch an industry-wide initiative to centrally monitor and manage foreign exchange ECN trading activity and trading limits globally. By connecting prime brokers and ECNs in real-time, the service will provide the FX industry with the control and real-time risk management capabilities to manage risks from algorithmic and high frequency trading.

The regulatory push towards electronic or hybrid trading of derivatives and central clearing continue to be positive drivers for our business. In the US, the Dodd-Frank Financial Reform Bill proposes that OTC swaps are traded on a Swap Execution Facility ("SEF"), though the definition of a SEF has not yet been finalised and the introduction of new regulation delayed, ICAP believes that its platforms will be SEF compliant. In Europe, the European Market Infrastructure Regulations ("EMIR") which are likely to come into force by the end of 2012 and MIFID, though delayed, are expected to confirm the EU's commitment to open, efficient and resilient markets.
